WSCAR IS AT WORK FOR YOU

Since 2019 WSCAR, with our partners at Washington REALTORS, we have successfully advocated for:

  • Real estate’s exemption from Washington’s new Capital Gains Tax

  • Maintaining brokerage companies’ statutory ability to perform dual agency

  • Real estate’s exemption from a 20% increase in B&O tax rates

  • Maintaining real estate brokers independent contractor status

  • Prohibiting multi-family rent controls

  • And much more ...


During the 2022 legislative session, we closely monitored and worked on bills and rules related to building decarbonization, dual agency, and zoning and housing density laws impacting multifamily development. 


During the 2021 Washington state legislative session and with legislators seeking new revenue sources due to the pandemic, our lobbying efforts were successful at excluding commercial real estate, and all real estate, from new Capital Gains taxes enacted in Washington. This was a massive victory for all in our industry!


At a federal level, commercial member dues have also helped support NAR’s efforts to, so far, successfully keep 1031 Exchanges unchanged as part of the infrastructure bill package proposed by the Biden Administration. As you are likely aware, previously there were proposals putting in place limitations or “caps” on like-kind exchanges. Though there is more work to be done, this is VERY positive news for the industry.  


In addition, other federal real estate investment taxes appear not to be changing, including no increase to federal capital gains, no change to step-up basis, no tax on unrealized capital gains, no increased estate tax, no carried-interest provisions, and no 199A limits.  


Lastly, WSCAR will be promoting the region’s commercial real estate markets and investment opportunities at the C5 Summit.
